Jose said he just needs 10 minutes to judge a player. He said this about Axel Tuanzebe during training.
Against Dortmund he had more than 10 min to judge on Jones, Valencia, Depay, young. These four and other average players are not good enough if we want to win the league, not even good for bench. To win PL with these average players SAF need to comeback which won't happen.

One CB of high quality (Smalling is good for bench)

One more attacking player who run with the ball is most important.

LVG style clearance of average players. Because everytime I see these average players play i feel they induce averageness throughout the squad.

In Pogba transfer we are in win-win situation. If we get him we will have a high quality MF in starting 11, no stranger to United. If we don't then we will have plenty of cash to spend on defenders and other midfielders.

DiMaria should have stayed. Trio of DiMaria, Micky, Martial can be bettered only by RM and Barcelona Trios.

Young and Valencia have been very solid reliable players for the club, you need people like that who are dependable and versatile over the course of a season. Jones and depay both need game time, hopefully we will see the best of them if they get a run of games a bit like smalling last season.
You say they aren't good enough for a league winning side yet how many prem medals do they have between them?
Di Maria acted like a child and didn't want to be here, why would you want someone like that at the club.

Also jose didn't say he needed 10 min to judge A player. He said he needed just 10 min to judge Tuanzebe. There is a difference. The youth team coaches must have also given him tbeir input. He mentioned that too.

Young and Valencia are solid, reliable players? Assuming their natural position as wingers you Rely on them for what? Assists? Goals? dead ball specialists? They both score odd goals here and there and few assists with poor crosses. Their movement is easily readable. We need (ed) the quality of Stam, Rio, Vida etc for winning the league. Not Smalling, Jones, Rojo etc.

Jose said the same or similar thing about judging a player previously. During his Second spell at Chelsea I believe. Google it.

What exactly is your point? Do you think Mourinho should have started an auction for these players in the 11th minute? Also the money is there for Pogba it doesn't automatically mean that we will spend that money on 3 or 4 other players if Pogba doesn't come.
