To be honest, if nearly 20% of your goals are coming against the top 6, it's not that bad a return in my eyes, at least not a stick to beat someone with.

I think it's plain to see that he is actually scoring near equally across the league positions, and with what ed25 and fresh are alluding to is that theoretically he should get more opportunity to play his normal game against the top sides. This should result in a better goal return and could push him onto the 30 goal a season level striker he could potentially be. Add in his age, experience in the league and his overall quality of play then that fee touted doesn't appear to be too extravagant in today's market.
