Anyone know what the rule is for signing ore contracts in England when your on your last year.

For example when could Sanchez sign a contract with another English club

A player can start talking to a club 6 month before his contact is up. For example Sanchez can agree to join a club in January.

Ken is right - it's only January for overseas clubs. For English clubs it's after the end of the season I think.

Teams from England are not allowed to negotiate with players in England with expiring contracts until their contracts are up. Unlike teams from Europe who can begin negotiations from Dec 31st. We are allowed to negotiate with players on the continent from Dec 31st.
