I am guessing you would have toure on the bench then ;)

Because of the positions we need I would task Ashley cole and mata, if we had toure we wouldn't need ramires. Toure and kompany definitely, and I think wilshere rather than cazorla, as well as ozil. Wilshere would be the long term replacement for carrick. So you would have:

De gea, Rafael, vidic, kompany, cole, wilshere, toure, mata, Rooney, ozil, van persie.

In a couple of years I would expect januzaj to replace Rooney as I think he will be more than good enough to fit into that team.

It astounds me that you could pick 6 players from other teams and would still have evra playing to be honest, I hate Ashley cole but he is the best left back from them 3 teams.
