Anybody any ideas on why City dropped their interest in fernando and Mangala?

Supposedly the asking price was too high.Just makes you wonder if City refused to pay the asking price, how high could it be?

I thought it was a reported 7 million for Fenando and something insane like 40 million for Mangala. don't see why they pulled out of the fernando deal unless it was a joint transfer or something along those lines.
